Create New Public Values

The vision of Shinohara Seminar is creating new public values by constructing a theoretical framework in the field of public administrations. Public value is co-created in the public sphere which is the web of values, organization, rules, and other cultural resources held in common by people and held in trust by government (Benington 2011).

In order to achieve this goal, we consider our seminar as a community, and place emphasis on making differences with a long-term view.

Study with an International View Point

Globally, public administration has developed flexibly with a view to solve the problems which the government was facing at the moment. On the other hand, public administration of Japan has evolved focusing on the history and the system of governments. Shinohara Seminar aims to explore public administration beyond the research of history and system.

This paper focuses on measures to eliminate the rigidity and ties that have created in the community of Minamiise Town, Mie Prefecture, due to the lack of interaction between people of different backgrounds, as felt through on-site research and interviews in the town.

Career Co-creation City: Empirical Analysis of Mobility and Voice

Public Policy Forum 2023 in Shinshu Ueda Policy Proposals

This paper attempts to approach, from a career perspective, efforts to reflect the voices of high school students and foreigners who do not have the right to vote and who therefore find it difficult to make their voices heard, while contributing to ensuring the sustainability of the region.

Shinohara Seminar is a seminar of Shonan Fujisawa Campus, Keio University. Its theme is Public Administration, but its contents vary from public management or behavior of citizens to specific policies. Also, the quantitative analysis of administrations’ activities is our strength. Mr. Shinohara and seminar students are working on studies, enhancing each other.
