About the Professor

Prof. Shinohara was born in 1977 and spent his childhood in Ibaraki Prefecture. After beginning his career as an officer at the Ministry of Land, Infrastructure, Transport and Tourism, he decided to pursue further studies. He then gained practical experience at a consulting firm and earned an MPA from the Maxwell School of Citizenship and Public Affairs. During his posting at the Embassy of Japan in Uganda, he applied to doctoral programs and later earned his Ph.D. in Public Administration from Rutgers University in 2016. After teaching at the International University of Japan, he joined Keio SFC as an associate professor in 2021.
Prof. Shinohara’s areas of expertise include local governance, behavioral public administration, public management, and research methodology. He conducts research from an international perspective. Notably, he was the first Japanese scholar to publish a single-authored article in the Journal of Public Administration Research and Theory, the leading journal in the field.
